Chinese New Year Festival - Year of the Ox to light up Sydney

“Sydney’s Chinese New Year Festival will welcome the Year of the Ox with an exciting line up of
events including the first ever Twilight Parade,” Lord Mayor Clover Moore MP said today launching
the three week program.

The City of Sydney produced Festival will run from 23 January – 15 February 2009.

“Sydney’s Chinese New Year Festival is the largest celebration of the Lunar New Year outside of
Asia,” Ms Moore said. “The Festival will have something for everyone to enjoy, from spectacular
performances to unique cultural experiences.”

Parade Director Darren Yap said the inaugural Chinese New Year Twilight Parade on Sunday 1
February will light up downtown Sydney for a fun family night out.

“Starting at dusk, Sydney’s streets will host a stunning night time procession of costumes, giant
lanterns, lights and illuminated floats.”

“Featuring 2,600 people, the Twilight Parade will showcase the very best local performers and 500 performers from Henan province, China, the home of the famous Shaolin Temple. This dazzling Parade is like no other,” Mr Yap said.

Last year over 80,000 people watched the spectacular parade. This year’s parade will be followed
by a fireworks display on the harbour at Cockle Bay.

The Festival features more than 50 events including temple tours, the first ever Sydney Chinese Film Festival, art exhibitions, kids’ events, history, food and cultural tours, calligraphy demonstrations, opera and banquets.

International film star and Festival Ambassador Jackie Chan invited Sydneysiders to enjoy the
festival; “The Sydney Chinese New Year Festival is a great opportunity to celebrate Chinese
culture and heritage, eat delicious food, and be entertained by talented performers. Wishing you a
healthy, happy, and prosperous Year of the Ox!”

The Year of the Ox brings good natured patience combined with physical stamina to influence the
year.

More than 600,000 people attend the Festival annually, making it one of Sydney’s fastest growing
and most popular events.

The State Government has recently introduced a system of legal aid for small business.

Up to 5 hours legal work can be accessed via vouchers which are made available to the small business owner by the Department of State and Regional Development. After the work is done the vouchers are cashed in by the lawyer.

City warns bill poster offenders to clean up or face fines

Companies using bill posters to illegally advertise on Sydney streets are on notice to stop their environmentally damaging practices or face fines of more than $1500 per poster.

To combat the problem the City has written to 130 known offenders warning them to stop polluting or face the consequences with enforcement action to commence from November 10.

The warning comes ahead of a City of Sydney plan to clean up Sydney’s streets many of which are littered with bill posters which damage the environment and cost millions of dollars of ratepayers’ money to remove.

Garry Harding, the City of Sydney’s Director of City Services said bill posters are one of the most significant urban pollution problems faced by the Council.

“Last financial year we removed more than 340,000 bill posters covering about 112,000 square metres from hoardings, telegraph poles and street signs.

“To put this into context, that’s the equivalent of about 438 tennis courts, 184,000 sheets of A4 paper, 60 trees or about five tonnes of paper. And that’s just in 12 months.

“In the past fours years removing bill posters has cost City of Sydney ratepayers more than $6M.

“Apart from the number of trees being cut down to create these posters, they look ugly, deteriorate quickly, and have the potential to wash into the stormwater system polluting our Harbour,” Mr Harding said.

Under the Protection of the Environment Operations Act bill posting is considered illegal because it is a form of pollution. Councils can issue fines directly to the venue responsible for producing the bill poster.

Fines include a Prevention Notice of $320 once Council seizes the bill posters with subsequent offences attracting fines of $750 for individuals and $1500 for organisations.

“The vast majority of bill posters removed by City of Sydney workers are produced by large corporate venues and companies,” Mr Harding said.

Community notices such as garage sales, lost pets and local fetes are not being targeted.

The City of Sydney has installed eight poster pillars on popular city streets as part of a 12-month trial to provide a legitimate location for notices and posters. The posters will be removed on a weekly basis.

The locations include:

  • Darlinghurst - Oxford St, near Liverpool Street
  • Darlinghurst - Oxford Street near Taylor Square south
  • Erskineville - Erskineville Road, near Prospect Street
  • Glebe - Bay Street near Grose Street
  • Haymarket - Thomas Street near Hay Street
  • Kings Cross - Bayswater Road at Darlinghurst Road
  • Kings Cross - William Street, near Brougham Street
  • Moore Park - Anzac Parade near Cleveland Street

The poster pillars are similar in design to many used around the world, including major cities such as Paris, Berlin and Lucerne in Switzerland.

King St Newtown and Glebe Point Road in Glebe will not be targeted in the initial campaign as poster pillars are not currently located in those precincts.

Venues and businesses selling products are encouraged to think about using more sustainable promotional practices such as online advertising and other media.

To nurture and support up and coming bands and promote events the City runs a very popular “What’s On” website providing free event listings for upcoming Sydney events and gigs. Currently the site has more than 25,000 subscribers and 60,000 visitors to the site every month (www.cityofsydney.nsw.gov.au/whatson).

Sydney’s media outlets, its metropolitan and suburban newspapers, TV and radio stations also promote events and venues on their websites.
